8 Rillaboom (Gen 8)

7 Tsareena (Gen 7)

5 Whimsicott (Gen 5)

Not only does this giant beast stand at over 5 feet tall and weigh close to 115 pounds, but it’s base speed stat is also an astonishing 120. Its body is comprised of sharp leaves, which likely aide in its overall speed.

2 Jumpluff (Gen 2)

Earlier Whimsicott was talked about as the fastest Grass-type Pokémon of the 5th generation. It was bulbous, but its cotton-like hair made it light and aided it in being speedy. Jumpluff is a carbon copy of that in terms of why this thing is the fastest Grass-type of its generation, the 2nd one featured in Pokémon Gold & Silver.
